Dubai Deploys Special Unit to Enforce E-Scooter & Cycling Safety

A dedicated Personal Mobility Monitoring Unit has been launched in Dubai to oversee the city’s cycling and e-scooter networks. The unit, introduced in coordination with the Roads and Transport Authority (RTA) and Dubai Police, will be responsible for enforcing safety measures and educating the public on responsible riding.

With personnel now deployed along major bicycle lanes and routes connecting soft mobility zones, the unit will monitor traffic violations, enforce existing regulations, and engage with the public to promote safer riding behaviour.

In 2024, bicycle trips increased by 5% to 46.6 million, while e-scooter trips rose by 8% to 32.3 million. However, this expansion has been accompanied by rising concerns over public safety. According to official figures, Dubai recorded 254 accidents involving bicycles and e-scooters last year, resulting in 10 fatalities and 259 injuries—17 of which were classified as serious. Already in early 2025, two additional deaths were recorded within just three days.

Authorities have highlighted recurring violations, particularly among younger riders. Common infractions include riding without helmets or reflective clothing, travelling against traffic, and failing to use lights at night. In 2024 alone, the city registered nearly 40,000 soft mobility violations.
