Permits Required for Residents to Enter Makkah Starting April
Starting April 23, Saudi authorities mandate permits for all residents entering Makkah ahead of Hajj 1446 to ensure smoother security and crowd management.

In a move to regulate access during the upcoming Hajj season, Saudi Arabia’s Public Security Directorate has announced that all residents looking to enter Makkah will need official permits starting April 23, 2025. The new regulations come as part of efforts to control traffic and enhance security in the city as pilgrims begin arriving for Hajj.
The entry restrictions will affect vehicles and individuals without valid permits, including those with work permits for the holy sites, residents with registered permits in Makkah, and those holding official Hajj permits. Anyone attempting to enter without proper documentation will be turned back at security checkpoints.
Permits will be issued digitally through the Absher Individuals platform, the Muqeem portal, and the centralized Tasreeh Hajj system. The Public Security Directorate urges residents to ensure they have the necessary documentation to avoid disruptions when traveling to Makkah during this period. As the city braces for the influx of pilgrims, these regulations will help maintain smooth operations and ensure the safety of all.
