Public Sector Pay Raises Announced in 2025/2026 State Budget
The draft budget increases wage allocation by 18.1% to ease financial strain on citizens.

Egyptian Finance Minister Ahmed Kouchouk has announced an increase in public sector salaries in Egypt starting 1st July 2025 as part of the 2025/2026 fiscal year budget.
Employees under the Civil Service Law will receive a 10% annual raise, while those not covered by the law will receive a 15% increase, with a minimum monthly increase of EGP 150.
The cost-of-living allowance will increase from EGP 600 to EGP 1,000. Employees from Grade 6 to Exceptional Grade will get a supplementary EGP 300 in monthly incentives. The minimum wage will be raised to EGP 17,000, with the lowest pay grade receiving an additional EGP 1,000 in total compensation.
The budget will also allow for plans to hire 75,000 teachers, 30,000 doctors, and 10,000 additional government employees.
This draft budget marks a 18.1% increase in wage allocations, totalling EGP 679.1 billion. The Cabinet has approved the draft budget, which now awaits its approval by the House of Representatives. The budget relies on a forecasted revenue growth of 18% to EGP 3.1 trillion, with expenditures of approximately EGP 4.6 trillion, up by 18%. It also anticipates a 4% primary surplus of GDP.
